This is a variable flow type of air permeability apparatus and is designed to measure the specific surface area of cement and othe fine materials. It works on the principle where a quantity of air is drawn through a bed of definite porosity making te pore volume in the bed a function of the size of the particles and subsequently determines the air flow.

The Vicat apparatus is used to determine the quantity of water required to make a cement paste of "standard consistency". This standard consistency is reached when the plunger of the Vicat apparatus penetrates the paste to a pre-determined depth under free-fall.
